Airplanes are the single most damaging mode of transportation for the environment and air travel is the strongest growing transportation sector. At the same time air transportation profits from numerous instances of preferential treatment when it comes to taxes. Effective climate-political instruments are therefore delinquent.

Definition
Because the potentially most effective instrument, the international kerosene taxation, shows very little political potential, it is time to turn to the second and third best combinations of instruments. The inclusion of the air transportation sector in emissions trading has been agreed upon from 2012 on. The charge and steering effects are considerably weaker than those effects a kerosene taxation would create, and do not appear in the short term. GBG suggests a second preferential instrument for implementation, namely the introduction of a ticket contribution or an airplane toll. There are no CO2-specific steering incentives like with emissions trading or with a kerosene taxation, but the following points still speak in favour of their introduction:

Anticipated Revenue
The revenue potential lies in the range of 1.2 billion Euros for the two implementation steps and establishes therewith considerable financial leeway. One application option - aside from the idea of eco and climate bonuses - is the increase in the funding for the development teamwork according to international commitments and proclamation by the federal government to reach the Milliennium Development Goals.
